Associate Professor, Civil Engineering

Dr. Chang's research expertise involves advanced decision-making models and tools to address inventory, data collection, condition assessment, performance modeling, funding allocation, scenarios analyses, and program implementation practices in asset management. Multi-decision criteria, statistical tools, optimization techniques, and fair division methods are applied to perform analyses for strategic planning. These analyses require the development of innovative mathematical models to forecast the performance of asset components, in order to allocate limited funds more efficiently. Dr. Chang has also developed the Engineering in Practice program (EIP) for the College of Engineering. This program builds a bridge between education and professional practice by having students involved on real engineering projects.
