Steve J Coulthart
Assistant Professor, Intelligence and National Security Studies

Stephen Coulthart is an Assistant Professor of Security Studies and the Associate Director of Teaching and Learning in the National Security Studies Institute at the University of Texas at El Paso (UTEP). Prior to coming to UTEP, he earned a Ph.D. in Public and International Affairs from the University of Pittsburgh. Dr. Coulthart’s research focuses on intelligence analysis and emerging national security technologies and has been published in Intelligence and National Security, International Affairs, and the Journal of Conflict Resolution, among others. Dr. Coulthart has contributed commentary to “Defense One,” the Washington Post’s “Monkey Cage” and “Grade Point,” “War on the Rocks,” and Council on Foreign Relation’s “Net Politics.” Beyond his scholarly activities, Dr. Coulthart is a fellow with the Truman National Security Project and has conducted analysis as well as provided training support to numerous governmental and nongovernmental entities in the United States and Europe. Recently he was selected by the Department of Homeland Security and the Office of the Director of National Intelligence to serve with other experts from across the government and the private sector to analyze emerging national security technologies.
