The El Paso MPO develops the Unified Planning Work Plan (UPWP) that serves as the blueprint for all the activities to be performed on an annual basis as mandated by federal laws, regulations and procedures. The MPO requires the full-time assistance of UTEP qualified personnel, specifically Dr. Claudia Valles, in the performance of several of the UPWP subtasks in collaboration with senior MP staff.
